The underlined line lends credence to the notion that Beverly Oliver was, indeed, the Babushka Lady as seen in the Zapruder film..  First of all, the document implicitly acknowledges that Beverly Oliver took a film.  The film she took was important enough to end up in the possession of the FBI.  We know that the Babushka Lady was filming the assassination.  One must ask the question, "If Beverly Oliver was not the Babushka Lady, then why was the FBI in possession of a film she took?  If Beverly Oliver is not the Babushka Lady, then where was she standing when she took the film?  After all, if Beverly Oliver was no where near Dealey Plaza, the site of the assassination, why would the FBI be at all interested in a film that she took?

It is also notable that the FBI states that they did not retain the film, which also implicitly acknowledges that the FBI had a film taken by Beverly Oliver in their possession at some point.  The FBI knew this researcher was trying to locate the film.  Yet the response from the FBI only states that they didn't retain the film  Why didn't they answer the obvious question, "Well, if you didn't retain Beverly Oliver's film, who did you transfer it to?"  Does anyone doubt that one of the premier crime investigation agencies in the world didn't document, for the chain of possession, who they transferred the film to?  The FBI is stalling by hiding from Mr. Woods who they transferred the film to.  This is not the response of a democratic government that is being transparent with it's citizens which was the purpose of the Freedom of Information Act.  This agency of the government, who investigated the JFK assassination, is intentionally making it difficult for the truth about the assassination to get out.

Another relevant question for the FBI, who undoubtedly viewed the film to determine if it was a useful piece of evidence, is, "What did the film show?"  The Babushka Lady, presumably Beverly Oliver, was filming the assassination, looking right at the grassy knoll, as it the assassination occurred.  It must've shown something interesting.  Indeed, the content of the film is probably why the FBI is trying to keep it from becoming public.  After all, if it shows a shooter on the grassy knoll, the government's entire explanation of what happened - that Lee Harvery Oswald alone shot the president - is exposed as false.  Indeed, the film may show much more than that.

The follow up to this letter is for someone to explicitly ask the FBI who they transferred the film to.  Someone ought to be able to follow the chain of possession until the film is located.  Then we can all see what the film does and doesn't show.
